These penalties need a re-think

I write rather reluctantly on the subject of the Road Traffic Act (R T A) CAP 69;01, In particular the R T A regulation which require a holder of a Botswana drivers license to , after every five (5) years, present him/herself for an eye test and "re issue" of the drivers license.

The regulations as current create an offence, in the event of a driver, not acting as stipulated and before the five year period ends.

On each day that the "licensed driver" does not act, (includes Saturdays, Sundays and public holidays when the offices of the Transport Department are closed for business) the licensed driver, commits an offence and has a P20 (per day) penalty to settle.
