The two unions are the Botswana Manual Workers Union (BMWU) and Botswana Landboards and Local Authorities Health Workers Union (BLLAHWU).

In their petition, which gives the ministry 14 days to respond, the unions express dissatisfaction with the performance of the council's Human Resource Management Department.
