- DIS Director, Isaac Kgosi requests P250 million from Department of Energy on National Petroleum Fund (NPF) to use in construction of DIS petroleum storage facilities

- Director of Department of Energy Kenneth Kerekang (now with BERA and co accused in the money-laundering case) writes back to Kgosi agreeing to his request and advising DIS to access the funds directly through Bakang Seretse who is the Fund Manager

- Bakang Seretse writes to Director of Dept of Energy under Khulaco Pty Ltd letterhead, acknowledging his instruction in disbursement of funds for DIS petroleum storage facilities

- He demands upfront payment of 20% of the P250million (P50million) and a meeting with DIS chief


August 10, 2017

- Kgosi instructs Director of Dept of Energy to make payment of P250 million to Khulaco Pty Ltd

- Kerekang writes to Seretse to advise him to receive P250million for the funding DIS petroleum storage facilities

- Kerekang (on separate letter) writes

to Kgosi explaining and detailing proper the government procedure of funds allocation


October 23, 2017

Kgosi writes top secret savingram to the permanent secretary in the Ministry of Mineral Resources Green Technology and Energy Security Obolokile Obakeng, requesting to divert the P250million allocated for DIS petroleum storage facilities to “sophisticated security surveillance equipment” for anti-poaching human and drug trafficking operations


October 24, 2017

Obakeng approves the deviation that DIS can change the use of funds as requested by Kgosi


November 23, 2017

A month later Obakeng withdraws his approval and writes back to Kgosi reversing the deviation of the funds


November 28, 2017

l Minerals and Energy Minister, Sadique Kebonang writes a highly classified letter to Eric Molale, the Minister of Presidential Affairs, notifying him of DCEC investigation on the P250million transaction


December 03, 2017

Bakang Seretse of Khulaco Pty Ltd – the managers the NPF and DIS’s diverted P250million - Botho Leburu and Kenneth Kerekang are arrested by the DCEC
