Will there be land for aspiring entrepreneurs?

According to the new Land Policy of 2012 that was to be tabled before the just-ended Parliament, there will no longer be land applications for commercial, industrial, civic and community use, instead this traditional process will be replaced by auctions and public tenders. The policy even states that financial muscle and business acumen will be a pre-requisite for one to win the land auction.

While those with the financial muscle will definitely rejoice at the new changes, the new land policy could freeze out aspiring entrepreneurs. Here we are not only concerned about the youth, but we fear that any citizen of Botswana with no starting capital stands to lose out to those entrepreneurs who are already advanced.  We all know that even CEDA requires ownership of land or lease of land as one of the pre-conditions for issuing loans.

It is a well-documented fact that a majority of Batswana struggle to raise start up capital for their businesses. Now we fear that the poor Batswana would just be mere spectators in land auction and tendering that is being envisaged by the government. We ask, are we not moving further and further towards enriching the few and alienating the masses with a policy like this? Some where in this new land policy it is also mentioned that government ministries would own some portions of the land and issue them to investors who prove that they have the financial capability, among others.
