Molefe told Mmegi Sport last night that the stampede, which left dozens injured during the match between Township Rollers and Extension Gunners, could have been avoided if fans had behaved well.
'There were two music festivals in Molepolole and clearly some supporters came to the match inebriated. Everything was done above board - tickets were sold in advance and there was adequate security,' Molefe said.
He said he cannot determine action to be taken but seemed to rule out any punishment against the clubs.
The two clubs set of supporters were involved in missile throwing after some had forced their way into the stadium.
'Tickets were sold at two outlets in Molepolole from Wednesday. The challenge is for us to educate the supporters. I don't make decisions therefore I cannot say what action should be taken. But my firm belief is that we should educate the supporters,' he said.
Molefe said there is need to come up with strategies to prevent the recurrence of such incidents.
'This thing should never happen, we should exercise caution. We should continuously update the supporters on the state of ticket sales say starting from Wednesday.'
The public has widely condemned the manner in which the game was organised, particularly that only one entrance was open.
