CDC sub-divided to improve service

 

In an interview with Mmegi, CDC deputy council secretary for finance and administration Thupayamodimo Okaile said sub-councils are mandated to deal with issues within the jurisdiction of sub-districts. They deal with issues like motions and questions, she said.

However, issues of policy on inter ministerial district and inter sub-districts will be dealt with by the full Council.

'The establishment of a sub-council does not in any way imply that sub districts are now autonomous but it is just an effective means of taking the services closer to the communities. Reports of issues dealt with at sub district level will have to be presented at the Full Council for appreciation,' she said.

Explaining the system, which was put in place in December last year, Okaile said the sub-council members consist of councilors from the sub-districts. Various committees will be established at sub-district level, she added. 

The sub-council shall oversee the administration of the sub district. 
'Currently, the number of sub-council stands at seven. That is Mahalapye, Bobirwa, Boteti, Tonota and Tutume sub districts and there will also be Palapye administrative authority, which is chaired by councillor Onneetse Ramogapi and Serowe administrative authority, chaired by councillor Modisakgotla Makwati,' she said.

She said the number of sub-councils will progressively increase to match other approved administrative authorities per the government's Presidential Commission on Local Government Structures, to include Nata, Sebina, Rakops, Lerala, Sefhare, Shoshong and Mmadinare, Paje and Mapashalala areas. 

She explained that a sub-council chairperson is elected from among the councillors of a sub-district under question.

Despite this development, there will still be a CDC chairperson and a vice. At the moment, the chairman is Lesego Raditanka. The role of the CDC will be largely to coordinate the sub-councils.

Okaile explained that the process of establishing a sub-council is an initiative of the Ministry of Local Government as a way of taking services closer to the communities they serve.

'This was to apply across all councils that have sub-districts or administrative authorities. In pursuance of this initiative, the CDC established sub-councils at its sub-district level', she said.
