Makgophe, together with his team will be paying close attention to issues of cyber security that China’s President Xi Jinping pinpointed as the biggest emerging threat to peace and world security with the country having been looking into ways to fight and curb cyber attacks that seems to be rising, especially amongst Internet and social media users.

The issue of cyber security in Botswana has of late been cropping up with speculation that the government is thinking of regulating the use of Internet and social media in the wake cyber security and cyber abuse threats.

Touching on issues of security in his official opening speech on Tuesday, President Xi said amongst the biggest threats of global security was cyber crime and terrorism which he noted that no country was immune to.

He said these threats are interconnected and with the increase of Internet use and other means of communication they have taken a twist, which is increasingly becoming more dangerous to the world.

“Uncertainties are clouding the world today due to security issues and countries need to work together for the sake of world peace. Terrorism and cyber crime has its roots in political and economic factors.

Security threats begin as regional and over time they spill over to become global, hence no country can work on its own,” he said.

Xi explained that traditional crimes have taken a more dangerous turn due to the Internet and that cyber attacks have increased, which needs cooperation and equal footing of all countries including developing ones.

He noted that as a commitment for China to contribute in making the world a safer place there were reforms needed and he made proposals that he maintained would be effective in vetting out security threats and ensuring that the world peace is restored. 

“One of the proposals we make is joint governance, since there are emerging challenges of security.

There needs to be joint work, which will focus on effective reforms.

Also, there needs to be a security cooperation to ensure fairness through the rule of law, which often equals political emancipation.”

Xi maintained that countries should accommodate each other when dealing with security issues and should be able to strike a balance between principles and interests in order to win the war against terrorism and cyber crime.

He explained that at the moment, the country was doing its part in the global policing, which includes sending troops for peace keeping missions, establishing a global training centre for police officers and building a criminal laboratory investigations.
