In the past, there have been numerous complaints from Members of Parliament (MPS) about lack of accountability and too much secrecy in the way the DIS uses funds allocated to it.

At one point, the Director General of the DIS, Isaac Kgosi told the Public Accounts Committee (PAC) that a dysfunctional Parliamentary Tribunal that oversees the operations of the intelligence organisation is to blame for lack of oversight on his organisation.

However, Moepeng told the PAC that she has never had issues relating to the oversight of DIS and how it accounts. 

“There are procedures in Government as to how they should account and be audited. The Auditor General is allowed to audit the DIS. Like any other Government institution, they can follow the same guidelines of accounting. But as far as I am concerned, I don’t have any issues with them,” said Moepeng.

She stated that as far as she is concerned, the intelligence organ also has internal procedures of auditing its books. Kgosi has, on many occasions when appearing before the PAC, refused to field questions relating to his organisation’s operations stating security reasons.

Procurement and general operations of the security organ as well as its spending were part of the details, which Kgosi could not share with the PAC, raising suspicion of misuse of funds by the institution hiding behind the security reason issue.

When responding to a question from the MP for Gaborone Bonnington South, Ndaba Gaolathe who had wanted to get the accounting officer’s view regarding suggestions to merge the Ombudsman and the Directorate on Corruption and Economic Crime (DCEC), Moepeng said the issue has never been discussed. She said she has not received any suggestions to that effect.
