Affiliates agreed to defer the report until outstanding issues are rectified.

The audit report was classified as qualified as some documents, which were supposed to be attached were missing.

An accountant from Active Business Consultant, Patrick Kwadiba informed the delegates that the audit report was not in good standing, as previous reports had not been submitted.

“The audit is not accompanied by other reports from the past years, five years to be exact. Being qualified it means the report is limited in scope.

You must come up with a plan to audit the gap between January and April. That is a period when a new committee is elected and they cannot account for that period,” he said.

Sensei Thupa Thupa of Shitoryu said it was not proper for the audit report to be discussed as the delegates received it during the meeting. He argued that they needed time to study the document.

“This is government funds and you must show seriousness when you deal with it. We cannot be expected to endorse something that we are not sure about. As Shitoryu, we do not accept the audit report,” he said.

Former BOKA president, Sensei David Mathe said it was important for another date to be set for the audit to be discussed. He said affiliates needed more time to interrogate the document.

“The incoming committee would set a date for us to come and discuss the audit report. The report is one of the things we are handing over to the new committee. It is also an opportunity for the 2016 financial report to be audited. The report is ready and the auditors would not take long to go through it,” Mathe said.  

Before his election as BOKA president, Sensei Tshepho Bathai of Karate Nomichi supported the proposal to have the audit report deferred. He said it was not proper to select certain sections in the document and discuss them. Bathai said the report should be discussed as a whole. 

Sensei Mompati Kwati from Shito Ryu Shukokai suggested that the report should be discussed as the old committee was vacating office. He said it meant they could not be held accountable if they had vacated office.

Meanwhile, in his last address, Mathe said the past two years as a president were tough. He said despite the rough terrain they managed to pull through.

“We went through tough administration issues due to shortage of resources. You also raised different issues that you felt we not properly handled,” he said.

Mathe said the new BOKA constitution has been completed and submitted to the lawyers for their input. He said affiliates would be given an opportunity to discuss the document before it can be forwarded to the Registrar of Societies.
