The new directive, which came into effect in January demands that any person who is given a position to be a treasurer or any portfolio whose responsibility is to oversee finances in the executive committee should have a finance or an accounting background and should be registered with BICA.

“The implementation of this transformation should take immediate effect. This is meant to improve governance and financial management within the BNSC National Sport Associations,” reads part of the circular.

BNSC chief executive officer, Falcon Sedimo told Mmegi Sport yesterday that people with a finance background are available and should be handed the roles. He said NSAs should not wait for the December deadline.

“We are not asking for too much.  Those who are going for elections should make sure that the person who is elected as treasurer has a financial background and is registered with BICA. NSAs must find the right people because finance is a sensitive issue,” he said.

Sedimo said finances need a responsible individual who is cautious and is always there to assist auditors.  He said some people might fall short, not because they are failing but due to lack of a financial background.

 Botswana Karate Association (BOKA) is one of the associations, which will hold elections shortly on April 8, 2017.

When the names were submitted, Kemmonye Seletamotse and Mothusi Tsime showed interest in contesting for the treasurer’s position. However, reports are that the two are not registered with BICA.

 BOKA public relations officer, Jerry Ditlhong told Mmegi Sport that the names have been submitted and there is no way back. He said the elections will go ahead as planned. Ditlhong said they are aware of BNSC’s directive, but the only thing they can do is to include it in the agenda of the annual general meeting for discussion.

“We would decide if we should continue with electing a treasurer or co-opt somebody who has the necessary qualifications. The decision can only be taken by the general assembly,” Ditlhong said.

Meanwhile, it has been revealed that the current BOKA constitution does not specify qualifications for any position within the executive committee. Article eight of the BOKA constitution only stipulates duties for all positions. Mmegi Sport is informed that the updated BOKA constitution has not been endorsed nor submitted to the Registrar of Societies.
