Gov�t adopts portal to speed up service delivery

An EA is described as a conceptual blueprint that defines the structure and operation of an organisation with the intent to determine how an organisation can most effectively achieve its current and future objectives.

Created by Korea IT Consulting (KITC), EA was initiated in January 2016, with the objective of developing sets of standards, guidelines and artifacts that will be used to inform development of ICT systems in government.

Speaking at the official handover of the project deliverables, permanent secretary in the Ministry of Transport and Communications, Elias Magosi said EA is globally recognised as a platform to achieve the connected government through the e-government strategy.

“A resultant being a well-informed a blueprint of government systems,” he said.

The project, which cost P89 million, was started at the ministries of Investment, Trade and Industry, Agricultural Development and Food Security, and Transport and Communications to develop the foundation architecture.

Magosi noted that through this project, two leadership training sessions were conducted in South Korea where the leadership of the ministries were given an opportunity to interact with those in South Korea on how EA can be used to improve service delivery through better development of ICT systems.

“The deliverables produced will require constant upgrade across all the three ministries and thus it is critical to ensure total ownership is achieved,” he said.

The PS also noted that at the Ministry of Transport and Communications, their role will remain to continue to coordinate the activities of ensuring the enterprise architecture for the three ministries is translated into tangible coordinated systems that will improve the lives of citizens.

“We will also continue to advance the project to the next batch of ministries until we cover the entire government,” Magosi said.

He indicated that they have already made headway in the Ministry of Finance and Economic Development (MFED), Ministry of Youth Empowerment, Sport, and Culture Development, Ministry of Local Government and Rural Development and Ministry of Nationality, Immigration and Gender Affairs as clients for the first expansion phase.

For his part, director of Information Technology, Cecil Masiga said citizens aspire to be served by their government in a more effective and efficient manner and that they do not understand why banks and other institutions are offering them services online whereas government is still lagging behind.
