No progress in PSBC constitution drafting - Rari

He pointed out that the lack of progress was due to the fact that the process had just started. Early last month, the government through the Directorate of Public Service Management (DPSM) urged both the government and all Public Service Unions to agree on a new constitution.  Both parties were urged and agreed to constitute a task team that would look into the crafting of the new constitution.

In a letter dated August 3, 2018 the then acting director of DPSM Molefi Keaja, indicated that the government wished to see the PSBC up and running by the end of this month as requested by both parties earlier. Both parties were asked to review and agree on the new drafted Constitution. 

“In view of the above, you are requested to make a submission on the major issues that are to be catered for in the Constitution. Please indicate how you propose they should be handled.

“The major issues include; threshold for admission to the council, appointment of chair and deputy chair, secretariat, allocation of seats in the council, passing of resolutions by the council.  “Passing of resolutions by the council, scope of the council, types of sectorial bargaining councils, admission to sectorial bargaining councils, allocations of seats in sectorial bargaining councils, passing of resolutions in sectorial bargaining council, scope of sectorial bargaining councils and appointment of chair and deputy chair of sectorial bargaining councils,” he said.
