Kapinga calls Khama a dictator

The former deputy police commissioner said Khama’s obsession with security institutions clearly shows that the President is also insecure.

“His predecessor, Festus Mogae used to move around the country, visit officers at the mess and relax with us without this heavy unnecessary security around him,” he said.

According to Kapinga, Khama is holding the country at ransom as everybody now wants to serve him and his interests, and not the country.

“I find that to be disturbing. We’re as a nation more capable of getting rid of this emerging culture of fear. I want to be part of the solution to restore our lovely nation’s democratic credentials and that’s why I have joined a party, which I believe stands for the same principles,” he said.

Kapinga described as ‘caderisation’ of the public service a situation where one ought to belong to the BDP for one to occupy a top position in the public service.

Kapinga gave an analogy of his children.  “My innocent children have gone to school and passed. Now Kapinga has joined the BCP, what are their chances of finding opportunities within this government?  Is this what we want? Is this the Botswana we want? No!” he said.

The outspoken Kapinga revealed that while he was still deputy commissioner of police, some people approached him and hinted to him that the shadow that surrounded him and prevented him from ascending to the Commissioner position is linked to his lack of a Botswana Democratic Party (BDP) membership card.

“I refused to believe that crap and remained principled,” he said, further revealing that he also turned down an offer by the BDP Okavango constituency. Speaking about the Botswana Police Service, Kapinga said the service would never mature with meagre resources it is allocated. “The parent Ministry is clueless about what our police service needs and their priorities are misplaced. What we are seeing is adulteration of policing where you can even see volunteers wearing reflector vests in some areas doing police work,” he said. A lawyer by profession, Kapinga also accused Khama of abusing the Constitution. “Recently we saw an embarrassment when he declined to act on the advice of the Judicial Service Commission to appoint judges,” he said. He said it is wrong for security agencies to eavesdrop on private conversations of citizens, including political party leaders and activists.

BCP president, Dumelang Saleshando, said Kapinga’s experience and skills position the party in a better place to compete and prepare a better future for the citizens of Botswana. 

“You have a joined a party that is heavily concerned about among others job creation, declining education results and corruption,” he said. Saleshando also accussed the Vice President, Mokgweetsi Masisi of promoting political tourism through his recruitment drive, instead of focusing on job creation.

“The Khama that we have before us and Mogae were once Vice Presidents and we never saw them running around the country recruiting everybody they come across.”
