Chinese Contractor Builds Western Bypass P450m Interchanges

With high failure rate by Chinese companies, the contractor has vowed to adhere to the timeline for the construction of three grade-separated interchanges at intersections of KT Motsete Drive with Willie Seboni Road (BTV Circle), Kudumatse Drive (Rainbow Circle) and Lobatse Road (Game City Circle).

The project is anticipated to run for a period of two years ending in 2020 and Ministry of Transport and Communications has commenced with site mobilisation effective January 10.

Speaking at the briefing last week, Administrative Manager of the contractor Tang Jie said construction would be completed within budget and time.

“We assure that we are going to hand over this project within the contract period to the satisfaction of the employer, the engineer and all other authorities and the general public.

We will manage the construction and produce the required outputs in accordance with the management measures and monthly construction progress reports will be compiled accordingly,” he said.

Tang added that said they would introduce a specific full time traffic control plans to reduce the impact of construction on traffic.

He said a full time traffic handling team would be responsible for traffic management within the duration of construction. Tang

said they would try to source out manpower and materials locally to respond to the Economic Diversification Drive and Citizen Empowerment Policy.

On his part, the permanent secretary Kabelo Ebineng asked the contractor to make a vow before the congregated ministry delegates and media personnel that they shall fulfill their contractual obligations and deliver an innovative state-of-the art product on time, on budget and to the required scope of quality and specifications.

“We also expect the contractor to minimise disruption to the traffic mobility with an effective traffic management plan that will ensure safety and have an effective communication plan especially concerning stakeholders communication.

You should also fulfill the requirements for the environmental issues and put in place an effective risk management plan addressing inter-alia utilities relocations and sourcing of construction materials,” he said.

The project comprises three components; capacity building, institutional strengthening and training. 

The next two components are roads sector investment and urban roads infrastructure investment. OPEC Fund for International Development in conjunction with the government of Botswana financed the construction of the project.

Zhong Gan Engineering and Construction is in a joint venture with two companies called China Jiangsu International (PTY) Ltd and Unik Construction Engineering for the grading of the three intersections.
