BUAN working on remuneration structure

The new institution is transitioning from being the Botswana College of Agriculture (BCA) following the passing of the BUAN Act of 2015, which allowed its establishment.  This week, assistant minister of Agriculture, Kgotla Autlwetse told Parliament that a draft organisational structure was presented to the interim Governing Council by the consultant on April 12, 2016. He said that the consultant is now developing job profiles for the various cadres and levels within the university. He dismissed claims that the university is operating without structures. 

“Such work commenced on June 21, 2016 and is expected to be completed on August 26, 2016,” said Autlwetse.

He said that currently the university is operating with a transitional structure in accordance with the BUAN Act of 2015, which makes it permissible under section 30 subsections 2, 7 and 9 to have the Governing Council, and other organisational structures of the old Botswana College of Agriculture to operate as interim and transitional structures of the new university.

“In this regard, it is clear that there are existing governing structures placed by law to govern the university during the transition process to ensure that the new university is not run in a vacuum.”

Autlwetse, who is also MP for Serowe North, was responding to a question asked by Member of Parliament for Gaborone North, Haskins Nkaigwa who wanted to know whether the assistant minister was aware that BUAN is operating without an organisational structure and all systems required to effectively run a university, including a pay structure and if so, when the structure would be available.
