Parliament on Friday voted  26-24  against the proposal to authorise payment for the project and its inclusion in the development plan.

The project was awarded to Khato Civils Joint venture early July and the contractor is on site carrying out mobilisation, after recently advertising tens of vacancies in the local print media.

After the debacle caused by parliament, attorney Ngakaagae offered a free legal advise via his social media account, warning, 'You better be having plan B, because Simbi Phiri and his Khato Civils are going to sue your government back to stone age, they are going to get their P900 000 000 (less expenses) and they will do so  without even moving a single earthmover. They will simply roll a briefcase into the High Court and out', the lawyer warned.

Kgosi warned that government might find itself partying with a further P900 000 000 to appoint another company to do the actual works.

'On that day you will learn to be more thoughtful and never again play politics with legal and national interest issues', the lawyer wrote.

Khato civils came out tops in the competitive bid for the project, and was the only contractor to score 95% with the next best competitors scoring 84% in the evaluations. In the financial proposal evaluation, Khato Civils bid was the cheapest in the prefered pipe specifications, beating their Chinese rival by  difference of 217 million Pula.
