ESP-awarded tenders reach P1.4bn

About P3.6 billion is expected to be spent under the stimulus package over the next three years with P2.2 billion allocated for the 2016-2017 financial year.

Briefing parliamentarians recently, assistant minister for Presidential Affairs and Public Administration, Dikgang Makgalemele revealed that the majority of companies that benefited are citizen-owned companies.

“The procurement methods used were restricted bidding, direct appointment, selective tendering and open bidding while the criteria for allocation were generally the latest cost and the quality cost-based selection methods,” he said.

ESP aims to support domestic economic activities in the short-term while providing foundation for a sustainable growth path for the economy in the long-term through investment in infrastructural development. The awarded tenders are mainly infrastructural projects for construction, mechanical and electrical works on classrooms, science laboratories, staff houses and toilets at schools, customary courts, land servicing and maintenance of schools and brigades. Other tenders are for consultancy services on designs and design reviews for roads projects, as well as village infrastructure projects. In addition, some projects aimed at boosting agriculture production have also been awarded.

According to Makgalemele, tenders were advertised in the Government Gazette and Daily News.  Some of the major beneficiaries of the ESP include Ramodisa Projects (Pty) Ltd with P113.1 million worth of tenders followed by Liftoff Investments with P97.5 million, Bothakga Burrow Botswana with P81 million, Landmark Projects with P75.9 million, Mido Construction with P65.2 million, HERBCO Technical Services with P59.5 million, Ace GIBB/Pula Jv with P42.6 million, Balolwane Building Service with P40.5 million, Ace Aurecon Botswana (Pty) Ltd with P39.9 million as well as Tshweu Construction Designers (Pty) Ltd with P37.1 million.

Under agriculture, about P34 million was awarded for the grey water re-use at Serowe, Glen Valley infrastructure rehabilitation, construction of the Selebi-Phikwe processing plant, grading the 5.4 kilometre road to production areas in Sefophe, as well as the development of a cluster in Magoriapitse.

About P275 million was awarded under the Ministry of Local Government and Rural Development for the construction and maintenance of classrooms in north-west, Lobatse, Gaborone, Selebi-Phikwe, North-east district, South-east district, Kgalagadi, Ghanzi district, Jwaneng, Central, Kweneng, Kgatleng, Francistown, Chobe, Sowa, Southern, and Central. The Ministry of Transport and Communications got P229.3 million for the projects decongesting A1 and urban centres, which include the construction of the 24km first phase of the Gaborone-Lobatse dual carriageway road, 132km Dibete-Mookane-Machaneng road, 61.5km Mabeleapudi-Serule road, 65km Mandunyane-Shashemooke-Borolong-Chadibe-Mathangwane road, 25km Tshesebe-Mulambakwena with link to Masunga road, 27km Mogoditshane-Gabane-Mmankgodi junction dual carriageway road and a 20km Molepolole internal road.

Under the Ministry of Lands and Housing, about P173 million was awarded for peripheral land servicing in Gerald Estate in Francistown, 351 plots in Kazungula and Nnyungwe as well as Seuwane as well as minimal land servicing in Gaborone, Hukuntsi, Kanye, Phakalane Link road, Tsabong east, Tutume, Tonota West, Tlokweng, Rolong, North East, Serowe, Maun, Charleshill, Bobonong and Mmadinare.
