DIS' P30m systems-testing deal raises eyebrows

Kusi Consulting Services, owned by a South African citizen Ledwaba Siphiwe Leuba and a Zimbabwean Napoleon Kudakwashe Nyamunda, was awarded the tender in March 2019 and is yet to deliver, according to sources in intelligence circles.
The Tender Reference Number is SPADC 4/3/4/3/18-19 (V). The total sum of the tender was about P58 million (USD5, 222, 821.04).
“The owners claim to be a consulting and advisory firm founded and run by professionals, which is not true. I wish to confirm here that the project for vulnerability assessment and penetration testing of the directorate’s systems was never started and implemented even though they were paid and the money has surely been diverted to other activities,” a well-informed source said.
It is alleged that the DIS director general, Peter Magosi diverted P30 million of the money to fund the Botswana Democratic Party’s (BDP) Kang Congress in April 2019. The rest was paid to Kusi Consulting Services. “This company (Kusi Consulting Services) was also contracted to deliver a weapons training course held this year at Lone-tree in Tlokweng and apparently the company could not deliver accordingly. A fight even broke out between the instructors who were sent to present the course.
“To our surprise, our local instructors were sent for the course, which they have been delivering for several years.
It was the first time for the South African team to see the weapons that the DIS uses, which were bought from Israel and Germany and not in their country.”
The BDP secretary general, Mpho Balopi dismissed the allegations. “Today is a very important day for us. We are nominating candidates in 57 constituencies and have no time to talk about unfounded untruths when I have to be coordinating elections. You know very well that it is not true,” he said.
Magosi did not answer his mobile phone or respond to Mmegi WhatsApp messages.
