The letter follows the transfer of BOFEPUSU president Johannes Tshukudu and treasurer general Moses Monnatsie from the teaching professions to different ministries.

BDP secretary general, Botsalo Ntuane said the party had received BOFEPUSU’s letter but had not seen the contents. “For now we are focusing on the Phillip Matante East by-election campaign. With all due respect, we will look at the letter after the by-election,” he said. The by-election will be held on April 23.

On April 8, 2016, government transferred Tshukudu from Tlokweng College of Education where he was a senior lecturer to the Ministry of Transport as chief administration officer and Monnatsie from his teaching post to Ministry of Youth Sports and Culture.

The labour organisation has accused vice president Mokgweetsi Masisi and permanent secretary to the president, Carter Morupisi of sinister moves.

“We would like the party to come out and make clarifications on the alleged involvement of Masisi and Morupisi in these actions against the labour movement and trade unions. We are saying these as we view these developments as pointing to an anti trade unions stance by the party and government,” BOFEPUSU deputy secretary general Ketlhalefile Motshegwa wrote in the letter.

“All this was done without consultation. The posts they are transferred to are not in line with their training and profession. The motive behind these transfers is just clear testimony of harassment of union leaders and to have them resign their positions within the federation,” continued Motshegwa.

He further said this is clear government interference in the trade union affairs; clear violation of Trade Unions and Employers Organisations Act and curtailment of trade union rights. Motshegwa and Monnatsie have approached the court on an urgent application to interdict what BOFEPUSU views as prejudicial and unlawful transfers done with ill motive. The federation further states that they have it on good authority that next in line will be the federation secretary general Tobokani Rari.

“It is a fact that under your government Motshegwa was dismissed from work while he was seconded to the BLLAHWU union and this was to the full knowledge of the Director of the Directorate of Public Service Management. The matter is currently before Court as the actions of employer bordered on violation of recognition agreement,” the letter read.
