The federation’s secretary general, Tobokani Rari, said the appeal is against the May judgement that the four percent salary increase by the government would not stop BOFEPUSU from bargaining for a higher increase or seek redress through a normal court process, rather than on urgency.

The BOFEPUSU had applied for a High Court order to restrain President Ian Khama and the Directorate of Public Service Management (DPSM) boss Carter Morupisi from making pronouncements on public service salary negotiations and also reverse government’s decision to increase public servants salaries by four percent.

Yesterday during a press conference at BOFEPUSU headquarters, Rari explained that Leburu has allowed the federation a leave to appeal his judgment.

“This case is very important to us. If the Court of Appeal rules that the President has the power to alter the salaries and conditions of service for civil servants, we will review our participation at the Public Service Bargaining Council (PBSC),” said Rari.

He, however, told the press conference that they were not withdrawing from the PBSC. “Review of our participation in the PBSC is not tantamount to withdrawal,” he said.

Rari said if Khama has powers to alter the salaries and conditions of services for public servants, this means that there are two centres of powers.
