Govt�s outsourcing hits P560m

The outsourced services so far, include waste collection, security services, repair and maintenance, cleaning, administrative management, and catering.  At the time the report was prepared, PEEPA was working with Kweneng District Council, Tlokweng Sub District, and Gaborone City Council to pilot outsourcing of waste management that will include Gamodubu Landfill.

“Experience learnt from the pilot exercise will assist in the development of the planning and roll out of the outsourcing of waste management services in other local authorities throughout the country,” says the report. While, the report hails progress made in privatisation of Botswana Telecommunications Corporation Limited, the same cannot be said about the National Development Bank (NDB).

 “The NDB project has not progressed as expected. The key outstanding deliverable at the end of the year was the Draft National Development Bank Bill which is required to transform NDB into a limited liability company”. With regard to the performance of Public Enterprises (PEs), PEEPA conducted performance review of 12 non-revenue generating PEs.

“The main objectives of the review include ascertaining the extent to which the public enterprises are delivering on their mandates and assessing the performance of PEs in meeting their strategic objectives and set targets. The PEs that were covered by the exercise are BPBS, IFSC, BEDIA, BOTA, TEC, UB amongst others”. It was found that majority of the PEs had crafted strategic plans and implementation efforts were in place. “This made it easier to evaluate the extent to which PEs operations were aligned to their mandates. The review found that PEs are generally compliant with their statutory governance requirements”.
