Parliamentary committee begins review of ministers' promises

The hearings are scheduled to take place at Parliament Auditorium, and during the sittings, Accounting Officers from various government ministries will appear before the committee to provide updates and progress reports on assurances and commitments made by government officials in Parliament over the past five years.

According to Parliament, the exercise forms part of the committee’s oversight responsibilities and is aimed at ensuring that government institutions account for commitments made to Members of Parliament and the public.

“Under Standing Order No. 117(G), the Parliamentary Committee on Government Assurances is responsible for following up on promises and commitments made by Government in Parliament,” the statement read.

The committee monitors assurances given by ministers when responding to parliamentary questions and during debates on motions adopted by the House. It also assesses whether government departments have taken the necessary steps to fulfil those commitments.

Parliament said the upcoming hearings will allow the committee to evaluate the status of assurances made over the years and determine the progress that has been achieved.

“As part of this process, Accounting Officers from Government Ministries will appear before the Committee to provide updates and progress reports on the status of those assurances and commitments made between November 2019 and September 2024,” the statement noted.

The review is expected to cover a wide range of commitments made by different ministries during parliamentary proceedings. Officials will be required to explain actions taken, projects completed, challenges encountered and any outstanding issues related to assurances made before Parliament.

Parliament stated that the exercise is intended to strengthen accountability within government and ensure that commitments made to citizens are properly monitored.

“The objective of the sitting is to strengthen parliamentary oversight by monitoring and evaluating the implementation of Government assurances, ensuring accountability and transparency, and tracking progress on commitments made to Parliament and the public,” the statement said.

The committee plays a key role in ensuring that promises made by government officials do not remain unfulfilled. Through its work, Parliament can track progress on national commitments and hold ministries accountable for their implementation.

The Parliamentary Committee on Government Assurances is chaired by Member of Parliament Dr Kesitegile Gobotswang.

Other members of the committee are Phenyo Segokgo, Kgoberego Nkawana, Reason Lekutlane, Mpho Morolong, Thabologo Furniture, Leepetswe Lesedi, and Kagiso Mmusi. The committee is expected to engage ministry representatives throughout the two-week programme as part of Parliament’s ongoing oversight efforts.

The hearings will focus on commitments made during parliamentary sessions from November 2019 to September 2024 and will provide an opportunity for lawmakers to assess whether ministries have delivered on undertakings made on behalf of the government.

The sittings are expected to contribute to greater transparency in public administration by providing a platform for government ministries to account for progress made in implementing assurances given to Parliament and the nation.
