The best human appreciation and prowess relating to this natural power must have always been the said unique African macro-science, which seems to have been best preserved by Africa’s remote-area dwellers such as those of the Kgalagadi Desert.

With the USA Vision project’s resolutions herein relying virtually entirely on this macro-science, and the Southern African Large Telescope (SALT) and the Square Kilometre Array (SKA) projects using the Kgalagadi appropriately to glean a greater understanding of the ‘Big Bang’ and the Universe generally, SA’s children, elderly and citizens generally should properly and realistically share with SALT/SKA astrophysicists and astronomers exactly the same appreciation of the natural evolution which led to the very problems for which the said SAND is now being convened. Accordingly, South Africans should further ensure that the SALT/SKA projects and human enlightenment generally are always used in the best interests of especially themselves, Africans and Africa. Remote-area dwellers, which have generally hardly been represented in the running of society’s affairs, would need to be the next in line to receive special attention.

Rural-area dwellers, which have so far not been well represented on the whole, should be the next focus of attention. Citizens based generally in urban areas, who have enjoyed relatively limited governance attention previously, would deserve this level of prioritisation of attention.

Those whose interests have generally been well represented would require least attention. Each session of such societal engagement will need to always be targeted at the Total Entirety of the Collective (TEC) of the SA citizenry, which currently stands at about 63 million people based on Stats SA’s 2023 SA population estimate. Any physical face-to-face session of such societal engagement, exclusive of any of the senior judicial and principal arm of government will, at best, need to be merely illustrative or demonstrative to the said citizenry without being representative of it at all, and still have to fully target the TEC of the SA citizenry.

Thus, governance-related civil-society engagements would generally range as follows, in reducing order of priority. Governance-related civil-society engagements of the said proposed new fourth and most senior arm of government’s role as full senior-judicial representative of SA’s civil society. The Civil Society Oversight and Governance (CSOG) Forum in which civil society in its session-presiding role issues instructions, directions and/or clarifications to Government as and when necessary, as per the said principal arm of government’s determination and/or confirmation.

The Government Accountability (GA) Forum in which Government accounts to the session-presiding civil society, as per the said principal arm of government’s determination and/or confirmation.

Ordinary government-civil-society engagements in which other important but non-critical information is provided to civil society. Proposed Constitutional Roles Of Supreme Natural Law & The Citizenry: Adoption of The Total True Story of Humanity (TTTSoH) based on the Supreme Natural Law, as the official basis of modern national common-sense and common decency and Principal Annexure and Context to the SA Constitution.

A new fourth and most senior arm of national government, in the form of a senior judicial authority representing the true soul of the citizenry and governed ultimately in accordance with the fully recognised and officially ratified Supreme Natural Law. This most senior arm of government would exclusively hold the ultimate powers of adjudicating and setting the entire national direction, as well as ensuring guaranteed accountability, all strictly on behalf of the Total Entirety of the Collective (TEC) of the SA citizenry, in very much the same way as a standard corporate board of directors and shareholders has always been expected to operate.

This whole approach would be founded on the natural self-governance of the body of the TEC of the citizenry, in relation to that of each human which appears to have always been based, instinctively at both individual and familial levels, on the chronological operation of the desires of the heart; reviews of the conscience; decision-making of the presiding mind; the vocal communications of such decisions; and the eventual hand-based execution of those decisions.

Ownership of the entire portion of the Universe and Planet Earth known as SA, complete with its national modernity and State, where such States have, after all, always appeared to essentially be artificial human rights composites of their entire national citizenries, is to vest completely, exclusively, equally, equitably and justly in the TEC of the SA citizenry, as the Principal National Trustees on behalf of and accountable only to Mother Nature and the Creator. Effective ownership of the State would be intended to no longer ever subsist, virtually exclusively, in politics, the ruling political party or parties, Parliament, the Executive President and/or the most influential business interests, as it has always seemed to be the case.

The founding provisions of the SA Constitution would need to be modified along the following lines; The single-most important national value, reflected under Section 1 of the Constitution, would need to be the pursuit at all times of complete, practical and relevant truth and truthfulness as a minimum. This would be very similar to the way science has been pursued since its Middle Eastern inception (from the invention of writing, about 5,500 years ago, to science’s first large scale culmination about 4,000 years ago), and to the way engineering and economics, which have been central to modernity’s immense success so far, have been governed throughout the last 3,000 years or so of modernity’s European iteration.

The second most important national constitutional value would need to be a truthful statement of the purpose of the Constitution. Such purpose statement would have to indicate that the SA Constitution is to serve as the freely adopted and exclusive national anchor of the SA and African versions of the approx. 3,000-year-old Original Sin of European modernity, designed to only assist fully transparently, honestly, cooperatively and accountably each citizen to continue with their purely natural and/or traditional or customary lives while equitably enjoying the benefits of this modernity. This private and/or public enjoyment of modernity’s benefits would be guaranteed by the SA Government, the SA Economy and each member of each of those two institutions to always be wholly compliant with and permissible under the Supreme Natural Law of Mother Nature and the Creator, and to be safe and secure for the public at all times.

Section 2 of the SA Constitution would need to truthfully reflect the Constitution as the single most superior national governing law, which is subject, subordinate and subservient only to the Supreme Natural Law. This would need to be so, only to the extent that the TEC of the citizenry would have decreed such delegation of the relevant governance role of the Supreme Natural Law on a fully informed and ongoing basis. Such superior national covenant would be the anchor in harmonious balance with South Africans’ purely natural and traditional or customary ways of life, and applicable and binding to all South Africans and to SA generally.

European modernity seems to have effectively extended the family unit, as apparently the only purely natural human communal organisation, to now literally having included the global community generally. Given this fact of modern human life, it would seem to be essential, for the sake of effective law and order maintenance, that the policing of private and public functionality and morality should revert from being outsourced to public police services, as has been the case to date, to being undertaken, henceforth, traditionally, compulsorily and primarily, but not exclusively, by the human concerned.

Proposed Overarching International Relations Measures For Africa & Globally: Beyond Africa, the USA Vision could, essentially, also form a fundamental and ultimate international relations framework for a regional civil society agency, which could ideally culminate in southern Africa hosting a Kgalagadi-based Governance-Overseeing Africa-Led (GOAL) Global Civil Society Centre. The purpose of such a global centre would be to actively pursue collaboration and cooperation among all of the world’s national civil societies in the very best interests of all of them, their national environments as well as the entire planet. As a strategic measure of helping to ensure ultimate-term global peace by removing all of modernity’s military, economic and geopolitical centres of power from the monopoly of European control of the last 600 years or so, the GOAL Global Civil Society centre would be a global counterpart and counterbalance to both the UN, which has been pursuing European-centred national, regional and global political, government and military interests; and the World Economic Forum (WEF) which has been advocating and promoting the best interests of the related global economy.

Africans including their officialdoms, who may possibly be motivated by aspirations for entrenched European acceptance and favour at the expense of truth and truthfulness, and/or may be confusing modernity with Europenness, seem to have adopted, and been practising, the 400-year-old racism of European-Americans’ enslavement of Africans, by disparagingly and publicly referring to themselves as useless, hopeless and/or devilish ‘Blacks’, while identifying ethnic Europeans appreciatively as unblemished, perfect and/or godly ‘Whites’.

The latest fashionable additions to this behaviour appear to be the improvised replacements of some of the most superficial and natural African features, which seem to be intended to make the most impact. Such popular appearance styles include artificially hanging/elongated and straight/frilly hairstyles, skin complexions removed from the African coffee colour presumably to try to resemble the European pink, and seemingly unnaturally greater effort being expended towards achieving native English language pronunciations and intonations, possibly even at the expense of some of those African speakers’ related mother-tongue proficiencies.

Such clearly unnatural and seemingly significantly African anti-African (AAA) racist conduct, would all appear to be done as an attempt at self-ingratiation with the only godlike providers of the heaven-on-earth pleasures to which those concerned would appear to have been so addicted as to feel virtually no longer able to exist without.

Thus, full public introspection, self-redesign, self-rehabilitation and/or explanation and justification of this modern way of African public life would appear to be desperately needed by all sectors of the modern African society, but most particularly for the sake of the proper appreciation and upbringing of the youth.

Oracle Of The Proposed Realistic Resolutions, & The Desperately Honest Leadership Qualities & Concerted Action Urgently Called For Thus, this entire resolutionary process is to be founded on essentially the best of Africans’ natural and traditional heritage and macro-science of approx. 300,000 years, which seems, quite helpfully, to have already been recognisable by the UNESCO 2003 Intangible Cultural Heritage (ICH) Safeguarding Convention as possessing. ‘... The wealth of knowledge and skills that is transmitted through it from one generation to the next ... [and the] social and economic value ... [which] is as important for developing States as for developed ones’.

In view of the historical significance of SA’s democracy of 1994 potentially being the continentally and globally desperately needed ‘inflection point in human history [between especially the immediate past and future 3,000-year periods]’, towards a hopefully realistic nirvana of the future discussed above, a possible grace period of up to 31 years has so far ensued seemingly without any real substantive measure being prepared at all in that regard. Thus, every additional year which may be similarly lost, going forward, will unfortunately appear to be the commemoration of a further nail in the coffin of SA’s and Africa’s self-respect and dignity. Accordingly, next year being the 140th anniversary of the establishment of Johannesburg as a bastion of Africa’s urban economic activity and modernity, will be an important milestone of the further entrenchment of foreign ownership and control of SA’s and Africa’s modernity at the additional expense of South Africans’ and Africans’ self-esteem and global image.

It appears to be the virtually complete dearth in SA’s and Africa’s modern leaders, generally, of the necessary practical truthfulness, courage, industry, intellect, moderation of economic and hedonistic desires and supposed beliefs, and wisdom, which seems to have landed South Africans and Africans as a whole in this terribly sorry state of affairs. These critically important human attributes which modern African leaders appear to have had would seem to have all been expended in the achievement of Africa’s European invented, owned and ultimately controlled democracies, of which the last to be established was SA’s of 1994. Beyond that, Africa’s leaders appear to have generally been stuck in the great rut of modernity’s Original Sin of previously unimagined societal power, wealth and pleasures (as possibly demonstrated by the African Union’s directional change of July 2002 in Durban, SA, ‘from ... decolonisation ... towards ... growth and economic development’, between former SA founding democratic President Nelson Mandela’s ‘... Great hill [which had taken South Africans all of 342 years of their attempts ... and Mandela himself all of 50 years of self-sacrifice, to surmount] ...’; And the first of his ‘... many more hills to climb ... [on] that long road to freedom ... [before his, SA’s, Africa’s and the world’s] long walk are ... yet [and truly] ended’. Thus, all of the latter ‘many more hills to climb’ appear to have since grown significantly bigger with continuing and significant modern nourishment, albeit with absolutely no conquering weight at all upon any one of them.

SA and Africa find themselves in this desperately pitiful state of affairs, despite their unique human wealth of heritage and macro-science which would seem to have, potentially, always been more than adequate to exclusively enable South Africans and Africans generally to begin to conquer the said remaining ‘many more hills’, particularly over the last 30 years or so. Now that the most appropriate of this exclusive African heritage has been gleaned and comprehensively applied to all of the said outstanding ‘many more hills’, with all of the resultant revolutionary foundational framework already compiled and curated and currently being offered as the overarching USA Vision framework for the imminent SA national Dialogue, the singularly most important question is whether the SA leadership is finally ready to take the next, and possibly most critically important, step of this process.

Conclusion

Accordingly, and in conclusion, is SA’s leadership ready to provide the necessary backbone to SA, Africa and humanity at large, especially through the readily available USA Vision project, by applying, for the very first time ever, SA’s and Africa’s approx. 300,000 years of the UNESCO 2003 ICH Convention recognisable and safeguardable macro-science to its current European modernity? Is SA’s leadership ready, at the very least, to tell South Africans the truth of their supposed modernity as the first step towards the eventual and realistic conquest of all of Madiba’s long-outstanding ‘... Many more hills to climb..... ... [On] that long road to freedom ... [before his, SA’s, Africa’s and the world’s] long walk is ... yet [and truly] ended’?
