“It must be noted that to date, just over 60,000 plots have been allocated to Batswana across the country and the remaining 40,000 of the 100,000 target have been billed for allocation by the end of June 2023.

This means the Kgatleng Land Board still has 2,145 plots across some of its settlements that are pending allocation.

Further to the above, for this 2023–2024 financial year, 1,745 plots are to be allocated, bringing the total plots pending allocation this year to 3,890,” he said. Molokwe said the Board is still continuing to identify land within settlement/zones and it is negotiating with land owners as it has to acquire and compensate adequately prior to allocation.

He further mentioned that the council had completed 2,397 layouts, a number that is very low compared to their waiting list. The council chairperson said the layouts include Makakatlela Layout 505, Kgomodiatsaba Layout 620, Modipane Layout 89, Leshibitse Layout 853, Artesia Layout 195 and Rasesa Layout 135. “At this point, the Kgatleng Land Board has managed to register only four general plans, two in Artesia, one in Mochudi and another under Oodi Sub Land board, this means the process of conveyancing, which leads to the production of land titles is currently only possible in these areas.

At this point, the Kgatleng district has in excess of 100 general plans, which have been outsourced to private surveyors and until this whole process is complete, only then will the Land Board be able to facilitate the issuance of Secure Land Titles. So far, only 272 titles have been produced across the district,” he said. Meanwhile, Molokwe said the finalisation of the Mmamashia/Matebele/Oodi/Mokatse/Modipane and Dikwididi Development Plan (2022–2046) is ongoing.

He said the tender was awarded to Moralo Design (Pty) Ltd. He, however, said the project is spearheaded by the Department of Town and Country Planning in conjunction with Kgatleng District Council and is currently at the Revised Draft Development Plan stage. “Data collection and analysis as well as scoping of Strategic Environmental Assessment (SEA) are at an advanced stage while Kgotla meetings were held in six settlements except for Mmamashia from May 16–25, 2023.

The revised Draft Development Plan report is due for submission on June 30, 2023, and the Reference Group is scheduled to convene on July 7, 2023, to consider the draft plan,” he said. He said the district structures and the community will be consulted on the draft plan afterwards. The Oodi, Mmamashia, Matebeleng, Modipane and Dikwididi Development Plan will properly define land uses across its area of operation, including the Mmamashia area and it will also potentially liberate nearly 12,000 plots for allocation to Batswana in its target settlement.

This, he said will go a long way towards the reduction of the plot allocation waiting list. He also said plans are at an advanced stage also to draw up a Regional Plan, the combination of these plans will greatly enhance the management and properly regulated management of land within the district.
