Trail of investigations on Kgosi

He has been the subject of investigations since 2011 and he says the investigations against him never ceased. In his notice of motion in which he sought to be given his property back, Kgosi noted allegations he was investigated on related to:

* The DIS being engaged with Power Force Company in construction projects worth millions of pula without following procurement procedures and the director of the company, Nsingo Jere, being actively involved in private projects of the Director General. * Large sums of money were being deposited into Kgosi’s private accounts under unclear circumstances and some of the transactions being deemed to be official government funds. * Payment of funds from Debswana to Silver Shadows (a company solely owned by Kgosi) under the guise that the funds were for DIS operational purposes. * Receipt of corrupt payment by Kgosi through a trust account held by Collins Newman & Co, from Vlatacom, a company engaged in various projects by DIS. * Living beyond means evidenced by Kgosi’s acquisition of multi-million pula properties within a short period. * Africintel being engaged to train DIS operatives at an initial price of P15,450,177.60 but figures escalated to more than P40 million.

Debswana/Tiger Lilly Matter

Kgosi was asked to detail the dealings with Debswana/Tiger Lilly matter including how more than P40 million was used and how Jere, a Zambian national and contractor was involved. Kgosi was asked to explain how Jere was involved in the construction of his house as a subcontractor and why as the subcontractor he was depositing money into Kgosi’s accounts.

Sentlhane Farms

DCEC wanted to know who funded its purchase and where the money came from. He was asked about the involvement of Vlatacom in dealings with the DIS

Choppies investigation

‘Sometime in 2008, there was an operation involving the DIS, Botswana Police Service, and Ministry of Trade officers, investigating expired or contaminated food at Lobatse Choppies Warehouse.’ Kgosi was asked to explain if he was aware of the investigation and how he was personally involved.

Gakgatla Farm

DCEC wanted to know how the farm was acquired, if he attended the auction, how much he bid, if he was the highest bidder, and if he paid the required deposit within 10 days as per the auction procedures.

Motor vehicles

He was asked to explain how he acquired his fleet of cars which included a trailer, a blue BMW 335i, a silver Toyota Prado, a bronze BMW M5, a black Land Rover Discovery, and a silver Amarok VW double cab.

Africintel

It is reported that at the commencement of operations of the DIS training, intelligence functions were procured through the firm Africintel. Kgosi was asked among others how the deal came about and its extent with the DIS. DCEC said previously, the DIS had purchased generators from the company which deal was negotiated for by DIS officers. The organ said later, Kgosi purchased a generator of his own of which he was asked if it involved any abuse of office.
