She says Museveni is a cyber troll who is state-executed and endorsed specifically to attack and seek to destroy those perceived to be supporting efforts that displease the two. “I specifically assert that the applicant is a member of state machinery that has executed, directed, fuelled, leveraged and or endorsed the actions of Museveni.

He trolls, targets, attacks, and defames those persons who have or are seen to have displeased Masisi and Magosi,” she explained. In her responding papers to Seboko’s lawsuit, Dow said Museveni was a coward hiding behind a pseudonym while targeting a selected few amongst his victims being judges, business people, politicians, public officers, the justice system, police service, and the Directorate on Corruption and Economic Crime (DCEC).

She pointed out that while all this is happening, the government was looking sideways despite having the resources and expertise to identify a troll, especially one that was active and posted potentially self-identifying information.

“Museveni is active, has at least 60,000 followers and offers possible self-identifying features such as who he tags, who he attacks, who he extols, the information he shares, the claims he makes about his sources, and the kind of information he has in advance to certain actions of the Botswana government,” Dow emphasised. Dow pointed out that Museveni often makes bold statements and those allegations are never investigated nor are official government statements issued setting the record straight about very serious allegations.

She said the reason for that can only mean the allegations are made by the very people who would be tasked with their investigations were it not common knowledge that the allegations were lies or distortions of half-truths. Speaking for herself, Dow said she and her family have been a target of Museveni’s trolling and slander for a while, especially her children Cheshe Dow, Tumisang Dow, and her son-in-law Doru Aldea, who have been victims of such trolling and slander. “Museveni has posted false and malicious claims that my daughter Cheshe has corruptly obtained a business contract. He posted false and malicious claims that my son Tumisang and I have kidnapped someone.

Dow resents that Museveni has been used against her saying she has been Magosi’s special target. She explained that she first became his special target when she differed with him in the presence of at least eight witnesses on the now infamous P100 billion ‘Butterfly’ case and associated evidence collection methods and within two months of the events mentioned "I delivered a statement in Parliament on activities of the DIS". “My statement on the DIS was met with social media attacks directed at me by Museveni. Museveni named me ‘Mmaonyana’ meaning ‘little girl’ and used this name interchangeably with my real name in his posts,” Dow said.

She further noted that Museveni in his first attacks against her, he associated himself with ‘the DIS of today’ and claimed that she was holding a ‘regime change meeting’ at Ntefo House and that she and her businesses have been a target since.

Dow said Museveni’s trolling activities were founded on information that he boldly asserts he received from the State and that even when he does not make such a claim, the source of information was the State. “Museveni’s numerous posts expose his objective. I insist that he is State machinery. It is obvious it is to protect and defend the presidency and the DIS.

His targets are those that are perceived by the DIS to have either one way or the other wronged the presidency or the DIS itself and the idea is to strike fear into the hearts of the perceived,” she said.
