Addressing members on the state of the party, he explained it was due to the fact that membership procedures were not complete.

“Over and above that, the term of office of many structures had elapsed because the party took a deliberate resolution to avoid internal elections in 2019,” said Balopi.

“The exercise of the renewal of structures is almost done with 13 regions having regularised their structures. Only North East region is yet to regularise all its structures except for Shashe West branch which has completed the processes.”

He explained to the members that PEEC had been assigned the role of ensuring compliance to the set processes of regularising all party structures by playing a supervisory role.

On another issue, Balopi informed the council that under party guidelines, disciplinary action against a member can only be taken when a complaint has been raised by another. He, therefore, said the principle is also consistent with law and justice.

He added that the audit report confirmed that very little in the way of disciplinary cases exist.

However, Balopi said there were many cases of indiscipline in the form of the following: de-campaigning the party (candidates); publicly attacking or disparaging party leadership or other members; disregarding directions or decisions of the leadership; and defying caucus decisions or resolutions.

He furthermore, told members that during campaigns they were too busy to deal with issues of indiscipline.

The secretary-general warned members that going forward, indiscipline will not be tolerated and should receive the responses it deserves. He advised the council that the responsibility to fulfil the call does not merely lie with the leadership but also with its members.
