Reform Standing Orders of Parliament

Other than the Constitution of the Republic of Botswana and the National Assembly Powers and Privileges Act, another important piece of legislation regulating Parliament is the Standing Orders of Parliament. The Constitution provides for the establishment of Parliament, Composition, Powers and Functions. The Powers and Privileges Act confers special powers and privileges to enable MPs to do their work without fear.

Therefore, key to reforming Parliament in the process of democratisation is the review of not only the Constitution and the Powers no Privileges law, but also the Standing Orders.

The Standing Orders of Parliament are a serious impediment to democratisation of the polity in general and the independence of Parliament, its smooth running and that of Committees in particular.
