FRANCISTOWN: Chief Justice Julian Nganunu said last Friday that stock theft constitutes a "brazen attack and an affront to our society" and must be confronted head on.

"The law enforcement agencies must in turn record a visible defeat of these criminals.
And they shall," he said. He also disclosed that Small Claims Courts were also established.
He added that the establishment of these two specialised courts demonstrates the sensitivity of the judiciary to deal with special needs of the community when necessary.
"Both the Stock Theft and Small Claims courts concern the less affluent members of the public. They show that the Administration of Justice (AoJ) is concerned with the entire spectrum of the population - rich and poor, urban and rural as well."
He stated that the Small Claims court must start during this July, both in Francistown and Gaborone soon after the Rules of the Courts have been published.
The specialised stock theft courts, he said, would also start operations this month at Molepolole, Mochudi, Francistown and Letlhakane in the Central District. About the Small Theft Courts he cautioned: "The magistrates who will deal with this crime must not shrink from passing deterrent sentences. They must dispose of these cases quickly."
To assure themselves and the public to which they answer, the Chief Justice said that they have and live by a code of conduct, they have agreed to write their code of conduct that they shall all agree to bind them, give pride and assure the public that their legal affairs and constitutional rights were in the right hands.
Officially opening the conference, the Minister of Justice, Defence and Security Dikgakgamatso Seretse commended Justice Nganunu and his team for shaping the judiciary over the years into an institution of impeccable reputation and integrity, second to none.
The theme of the Judiciary Annual Conference was: "Leveraging information technology and harnessing the Judicial Case Management for excellence in service delivery in the Administration of Justice".
Also in attendance was Justice Campbell of the United States (US) Court of Arizona.
Regarding Justice Campbell, Chief Justice Nganunu said he had been of "incalculable assistance" in the introduction of Judicial Case Management when it was introduced in the High Court.
