MPs Go On Christmas Recess With Nothing To Celebrate

Members of Parliament (MPs) closed business for Christmas last Friday with nothing to celebrate because not a single private member's motion was passed since the beginning of the 10th Parliament last month.

The motion that was on the floor when the House adjourned was the one by Gaborone Central MP Dumelang Saleshando, requesting the House to grant him permission to draft a private member's Bill. In the Bill, he wants government to abolish the system of specially elected MPs.

One of the Botswana Democratic Party (BDP) MPs who supported the motion was Wynter Mmolotsi who stated that government was wasting money on this system that could be spent on more important projects. He said that the P78 million that will be paid to the councillors during the five-year term could be used to sponsor 13, 000 students at tertiary level; could save lives of 60 who are in urgent need of organ transplant and could build more schools and health facilities; or could be used to revive the passenger train that was phased out early this year.

He argued that government has set aside many projects because there is no money, but at the same time it can afford to spend money on people, some of whom do not add any value to Local Government. He stated that the people who are on sick bed in need of organ transplants are the ones that the money should be spent on. "Money is used where it is not supposed to be used," he argued.

Speaking earlier on, Assistant Minister of Local Government Kentse Rammidi, accused MPs of trying to behave like big brother when dealing with councillors. He said that councillors should be consulted on every matter that is brought to the House and that one which directly affects them. He said that he would not allow Saleshando to go and draft a Bill that seeks to abolish something that he believes in.

Also disagreeing with the motion was Assistant Minister of Local Government, Botlogile Tshireletso, who revealed that she toured several district councils recently during which the majority of councillors showed support for the system.

MP for Shoshong Dikgang Makgalemele was still holding the floor when the House adjourned. He had already said that he believed in the concept of Nominated Councillors but has a big problem with the manner in which it was being implemented. He said that he would support a review of the system instead of totally abolishing it. 

MP for Kweneng South East,  Mmoloki Raletobana, said that he had no problem with allowing a fellow MP draft a Bill, as that would help the executive make laws.

He said that it should not look as if Cabinet ministers were the only ones blessed with law drafting skills. He blasted MPs who refused Saleshando permission to draft the Bill, saying backbenchers needed to make their presence felt.

The House will meet in February for Budget debates.
