SELEBI-PHIKWE: Drama continues to unfold in the Selebi-Phikwe Town Council as some ruling party councillors are lobbying for support from Botswana Congress Party councillors in their mission to topple Lekang Mukokomani from the mayoral position.

In the letter, the four ruling party councillors are vying for the nullification of the recent mayoral elections. The quartet who signed the letter are councillors Godfrey Mbaiwa, Letlhogela Dorcus, Tshiamo Ikaneng and Ketshogile Mogae who argue that some sections of the Township Act that bar candidates for mayoral elections from speaking or voting in the elections were contravened.
They further argue that no person who is a candidate for election of deputy mayor shall be entitled to speak or vote in the election.
The letter further states that in the case of Selebi-Phikwe mayoral elections,15 councillors who were present at the said elections a total of 14 votes were cast and the number include the votes of candidates. The 15th councillor was the presiding officer in both cases. They argued that the casting of votes by candidates violates Section 11 (8) and 12 (6) of the Township Act Cap 40:02.
The Town Clerk confirmed receipt of the letter in an interview and said he is still looking at how best he can address the issue. "I am currently researching on the issue to see what can guide me to handle it the proper way." Matenge said it is acceptable for the said councillors to have lodged an urgent application if they are unhappy with what happened and said it is within a reasonable time frame to do so. "I cannot say whether they can present it as a motion in council or not but I am just handling it the way they presented it to me."
Deputy Mayor, Bathaedi Mponwane also confirmed receiving the letter. He further explained why ruling party councillors approached him requesting for his support so that their aim to call for re-election can be successful. "I saw the letter on Monday but prior to that I received a phone call from one of the letter's signatories who wanted to meet me in private. In our meeting he informed me about their mission to call for re-elections and solicited my support and said that I should contest for the deputy mayoral elections then support the BDP in the mayoral elections. I was surprised at to how I can be asked to contest for my own position."
Mponwane said he just told the BDP that he will think about it but said he realised that what was being planned was unprocedural because he believes that if there was any complaint about the elections it could have been lodged immediately.
"Gape, ke ba sapota ele bomang ka gore ke dumela gore re makhanselara rotlhe. I am also wondering which forum will be used to address the said letter because the town clerk is still a member of the council. The councillor who was the presiding officer is also among the signatories, how is that possible. One of the nominated councillors is also among them but she is the one who is not supposed to have voted. " The deputy mayor regretted that the council has turned into a circus and "it looks like we are not here to represent the people's interests but to push our own personal agendas."
Mponwane also said BDP councillors are sowing seeds of discord between BCP councillors because they also approached another councillor promising her the deputy mayoral seat if she supports them in the said mission. "Even the sections they mentioned in their letter are too weak to support their case."
Mponwane is the councillor whose election to the deputy mayoral position caused a stir within the BDP. He believes everything was done right and transparently and there was proper guidance from the district officer and the town clerk. He says fair elections take place openly in the council chamber like it happened not during the undemocratic BDP caucus.
"Mukokomani was right to nominate a councillor of his choice and how people viewed it did not affect him in anyway." He suspects the protest is due to the fact that councillors have been waiting for the BDP ruling on the mayoral elections for too long.
Another BCP councillor Leungo Mataio confirmed that BDP councillors called him several times to support them in their mission and promised her the deputy mayoral position after the incumbent's term of office. "They told me that their party leadership is aware of it hence it will be a done deal. I told them that I will never disappoint my electorate as I do not want them to lose trust in me."
However, Councillor Mogae said on behalf of the letter's signatories that they wrote it just to raise concern that proper procedures were contravened and genuinely seeking correction. He said it was the first time in the history of SPTC to hold elections as the culture was that unopposed candidates assumed positions hence they suspect some sections were flouted in the process.
He said he does not know if any ruling party councillors lobbied support from BCP councillors because personally he never did that. "The struggle for campaign is to lobby for more support and recruiting members into our BDP fold will never stop."
