Unskilled Chinese labourers flood the country - MPs

Member of Parliament (MP) for Gaborone Central, Dumelang Saleshando, has expressed concern at the rising number of Chinese people flooding the country and doing jobs that Batswana are qualified to do.

Commenting on the Sir Seretse Khama International Airport (SSKI) Upgrading and Expansion Project (Arab Bank for Economic Development in Africa (BADEA) Loan Ratification Bill, he said that "even deep in rural areas there are many Chinese people working as labourers". He stated that he was also disturbed to find more Chinese people digging trenches at the construction site at SSKI when Batswana could do the job.

He urged the Ministry of Labour and Home Affairs to stop issuing work permits to unskilled foreigners.

The MP took a swipe at the secretive manner in which government withholds information from parliamentarians and at the same time expecting them to approve loans it gets from foreign financiers. He said that it was a pity MPs only learnt about the design of the airport from newspapers when the minister found it unnecessary to share the information with the legislators. At this point, Assistant minister of Finance and Development Planning, Guma Moyo, intervened, saying that the MPs had not asked for the information. Saleshando did not take kindly to the remarks and dismissed Moyo as somebody who has transformed overnight since he got the cabinet position. He

said Moyo used to complain that government was withholding information from MPs, but he has now changed his tune. 

Saleshando accused government of failing to commit itself to citizen economic empowerment by giving big projects to foreign companies. He said that the argument that citizen-owned companies have a tendency of abandoning projects before completion was not valid. Even foreign companies abandon projects, he said. He further said that some companies sideline locally produced goods in favour of South African imports and called for an immediate stop to the practice. 

MP for Ngwaketse West, Mephato Reatile, accused ministers of failure to use their brains for getting loans from foreigners when Botswana has over P40billion in foreign reserves. He said this would only serve to enrich foreign countries. MP for Tonota South, Pono Moatlhodi, expressed disappointment at the small size of the national airport. He said it should be enlarged to avoid another expansion in a short time. MP for Palapye Moiseraele Goya appealed to government to avail information to MPs in future. He called for a bigger car park at the airport where people can leave their vehicles when travelling abroad.
