Tibone To Open Kimberley Conference

The Minister of Minerals, Energy and Water Resources, Charles Tibone, will officially open the Kimberley Process Annual Plenary Conference at the Gaborone International Convention Centre (GICC) today.


The conference will run for four days and will be attended by about 300 delegates from 47 participants (representing 71 countries), Non-Governmental Organisations and World Diamond Council. The participants represent major diamond producers, diamond trading and cutting centres worldwide. The meeting will deliberate on the progress made by the various Working Groups of the Kimberley Process during the year.

The plenary will also discuss the three-year review report of the Kimberley Process Certification Scheme (KPCS) that focuses on three major areas: first, the impact of the KPCS on the international trade in rough diamonds, and the extent to which the scheme has been effective in preventing the flow of conflict diamonds into the legitimate trade; second, the technical provisions of the scheme and whether they are functioning as planned or require improvement; third, the operations of the scheme, their efficiency and effectiveness.

Tightening of internal controls in countries to prevent conflict diamonds entering into legitimate trade will be high on the agenda. A report from the United Nations Panel of experts dealing with conflict diamonds in some countries is also scheduled for presentation.
