"We have not drifted away from our mandate. In fact, we are not closing down to restructure. BIAC is supposed to be transformed, but the nature of the transformation has not been communicated to us by the Directorate of Public Service Management," Maphanyane said. "We are busy with the admissions as we speak but we are admitting the Form Five leavers on the programmes that have not been filled by the civil servants," she added. When contacted, the Tertiary Education Council (TEC) said they are in the dark about the transformation at BIAC. TEC boss Patrick Molutsi told Mmegi that they have heard the rumours of the transformation but they have not been informed formally. "The normal thing will be to inform TEC about the transformation. DPSM as the owners of the institution know about the council and its function. We cannot stop the owners from restructuring their institution but they cannot do that without informing us even though they are not registered as yet," Molutsi said. He added that BIAC is not registered with TEC even though it offers diploma programmes. "At this point, they have not even submitted an application for registration. They are offering diploma courses, which articulate that if the students complete, they can be admitted at the University of Botswana. Naturally if the situation is like that, they will be required to register with TEC," Molutsi said.
