A crisis that should never be The drying up of Gaborone Dam has brought the serious problem of water shortage in the country to the spotlight. After 40 years of independence, it is expected that the country would have put in place a comprehensive water strategy to satisfy the small industrial base and a population of less than two million people. But that has not been the case. Instead, there is water crisis almost everywhere in the country from a small hamlet to the capital city.
