Citizen contractors risk ban - FCC clerk

FRANCISTOWN: Francistown City Council (FCC) clerk, Louis Sebeo has expressed fears that some citizen contractors could be blacklisted going by the rate at which they fail to complete projects.


Sebeo said FCC has awarded many tenders to citizen-owned companies but was disappointed that they failed to complete the works. Hence the major projects the FCC undertook from 2001-2002 have been delayed.

Briefing Mmegi about the multi-million projects, Sebeo said the council has considered ways of ensuring that stalled projects are completed.

The FCC recently terminated the construction of the P8.9 million bus-taxi rank in the city after the contractor failed to meet contractual obligations. The project, which is nearly complete has gobbled about P6.6 million. The contractors Jobtrans-Sijo recently blamed the FCC for making them do extra jobs, which caused the delay. But the FCC denied the charge saying that in any case the contractors were awarded more time to complete the project.

Other FCC projects, which have stalled are the P10 million Tatitown primary school and the P12 million Donga primary school. The contract for the Donga project was terminated after P8.1 million had been used. The FCC has written to the guarantor of the contractor to claim money.

Yet another delayed project is the teachers’ flats at China town. The project was contracted out at a cost of over P5.5 million.
