The Elections In Botswana
Botswana’s liberal elections are based on a first past the pole system, which ensures that the winner takes all. To contest elections, a parliamentary candidate must register by paying P500, and bring his nine supporters for inspection at the polling station. In a wide constituency, like the one I am contesting, Kweneng East, this exercise involves a lot of expense. To mount a serious campaign, the candidates and the parties must print posters and leaflets. To do so one needs close to P50,000.

Education For All In The World
Education for All (EFA) has its roots in the concern over declining enrolments in education in the “majority world” during the 1980s. In response the World Bank, UNDP, UNICEF and UNESCO rallied governments, civil society organizations and other agencies to the World Conference on Education For All in 1990 in Jomtien, Thailand. Botswana attended this major international meeting and endorsed its deliberations.

What Does A Signature Mean?
It might now be very interesting to canvass the views of all candidates - both Parliamentary and Council - about their understanding of the powers, and the limitations on those powers, for which they are contesting. Test question. Can the National Assembly institute a commission of enquiry independently of the President and if so, can it ensure that a President is unable to block its presentation and publication? It being understood that a Commission initiated by the President is something very different.

Will The President Measure Up
The Lesetedi Commission has submitted its report. The whole nation waits, with bated breath. Just recently one Oliphant Mfa, I hope that is even his real name, was quoted reminding the nation that the President has no obligation to make the findings of any commission public.
