Land mess calls for even-handedness WHEN the Judicial Commission into Allocation of State Land in Gaborone began public hearings, it was suggested that President Festus Mogae should extend its mandate to cover the whole country. The reasoning behind this was simple. The jurisdiction of some officers who presided over illicit land allocations in Gaborone extended beyond the capital. Therefore, it was highly likely that what happened in Gaborone had been replicated in other areas. The President failed to heed this advice. It was clearly an omission on his part. In its report, the Commission makes the point that what it has managed to uncover could be just “a tip of the iceberg”.
